DME Service Solutions

Our Team

Our people are the driving force behind our success, bringing expertise, dedication, and a shared commitment to excellence in healthcare outsourcing.

Meet the leadership team

Rich Lee

Chief Operations Officer & Co-Founder

Built DME on a simple belief: people stay where they’re valued.

Richard came to healthcare from hospitality and customer service, and he still runs DME like a service business. He leads teams across borders in healthcare operations and outsourcing, and he made above-market pay and long-term career growth central to how DME tackles the industry’s turnover problem. His style is servant leadership: learn each person’s strengths, clear their obstacles, and build a culture where people are heard.

When he’s not elevating DME’s teams, you’ll find Richard cooking, staying active, or fostering animals.

Ryan Holbrook

President & Co-Founder

Designs service models that scale without losing the details.

Ryan has built his career where healthcare and outsourcing meet. Early work leading global operational initiatives taught him how to align process, talent, and performance in complex, fast-moving environments, and that shapes how DME delivers service today. Clients know him for clear communication and consistent follow-through. He builds partnerships for the long term, based on trust and transparency.

Off the clock, Ryan enjoys a deep appreciation for the arts. His eye for design shows up in how he approaches every problem.

Chillo Chang

Chief Operations Officer

25+ years in operations, from BPO IT manager to running a captive operation for a multi-billion-dollar MedTech company..

Chillo has worked in more than 13 countries and in nearly every business function, from customer service to operations. He focuses on the fundamentals: people, process, and technology. His goal is operational excellence that drives business outcomes, not just lower costs. He is tough but fair. He holds the line on accountability, keeps his word, and empowers his teams to take on challenging problems.

At home, Chillo is a father of two, a hands-on fixer, and committed community volunteer.

Cel Muncal

Director, Operations

Scales healthcare operations without trading away quality.

Cel brings 17 years in outsourcing across operations, support services, and performance leadership. She moved into healthcare to apply that experience where it directly improves lives. She leads on three principles: clarity, capability, and care. In practice, that means clear expectations, empowered talent, and steady growth. Her focus is streamlining processes and building business-minded teams that can grow without losing care quality.

When not running operations, Cel recharges on the road: surfing, scuba diving, and café hopping with a book in hand.

Charie Ortiz

Director, Finance

Makes finance a strategic partner in regulated environments.

Charie started in shared-services finance, where she owned cost allocations, compliance, and financial controls. She has since led billing, collections, and revenue cycle initiatives focused on automation, cost efficiency, and compliance. She makes decisions based on data and leads with a people-first mindset. Through audits and system upgrades, she brings structure, transparency, and calm execution.

Charie champions financial literacy in her community and unwinds by farming, gardening, and exploring architecture.

Delly Lim

Director, Project Manager, Performance Management, Training & Quality

19 years in healthcare outsourcing, with a view of operations from the front line up.

Delly started as a customer service representative and moved through training and quality into project management. Because of that path, she knows how the work actually gets done and what it takes to change it while keeping teams empowered.

At DME, she connects strategic initiatives to day-to-day operational excellence so that launches and improvements reflect what frontline teams see. She leads with empathy and collaboration while creating space for others to thrive.

A former women's basketball player, Delly brings a teammate's mindset to everything she does, and finds fulfillment around family, community, and new experiences.

Dianne Truppa

Head, Global Human Resources

30+ years of healthcare leadership, based on the belief that when you care for your people, results follow.

Diane has spent her career advocating for patients and employees alike. Her approach rests on trust, respect, and consistency: clear expectations, real one-on-one time, and room to grow. At DME, she focuses on keeping a remote, global workforce engaged and connected, so every person feels part of the team regardless of role or location. Her big heart and a rebellious streak make her a natural champion for change when people need it.

Diane's best days off involve family, quiet routines, and the happy chaos of being a proud dog mom.

Data should change how the work gets done, not just how it gets reported.

Jeff has spent 20+ years in data engineering, business intelligence, and analytics, moving organizations from spreadsheets and manual reporting to modern, automated data platforms. At DME, he runs Business Intelligence as a Center of Excellence built on his A.B.C.D. framework: Automations, Business Intelligence, Continuous Improvement, and Data Engineering.

Mimi has spent seven years in client-facing roles across healthcare and medical devices. She helps healthcare organizations close operational gaps with support that stays aligned to their patient care goals. She anticipates client needs before they become issues, turns feedback into action, and shows up with clarity and consistency in every interaction.

When Mimi's not building relationships with clients, she fosters animals, travels with her husband, and is a self-proclaimed foodie who's always on the lookout for the next great local dish.

Nate brings 15 years of progressive experience in human resources. His work spans employee relations, discipline and compliance, HR business partnering, and recruitment and manpower planning. He has served in BPO, integrated resort and casino, and employer of record (EOR) organizations, where large workforces depend on fair, consistent, and well-documented people practices.

He holds a Juris Doctor and is a Certified Human Resource Manager (CHRM) and Certified Human Resource Professional (CHRP). That legal training gives him a sharp eye for policy, due process, and risk.

Outside of work, Nate keeps his downtime simple with a good book and time with his family.
